License Plate Numerics and Characters Recognition

George Department of Computer Science Department of Computer Science University of Technology College of Science, University of Baghdad Baghdad, Iraq Baghdad, Iraq Abstract— A License Plate (LP) is a rectangular metal plate contains numbers, characters and words, fixed on the car body and is used to identify the vehicles. In recent years, the importance of recognizing LP characters and numerals in an automatic manner has largely increased. This research aims to recognize the numerals and characters, extracted from Iraqi LPs, into a text. The two methods that are used for the recognition are: moment based method and local density distribution based method. Both of the methods are tested with a soft, a hard and a full tests. The attained recognition success rates of the full test, for 1784 sample, reach to 92.48879% when moment based method is applied, while it reaches to 98.99103% when local density distribution method is applied.
